So, I understand that the Miracle Cubes in the Cash Shop reset the Potential of an item. However, can they also put hidden potential on an item that does not potential and never has had potential? Help would be appreciated [:

No, they do not. Only Potential and Advanced Potential scrolls add potential to an item. ^^^ What he said too.

Nope, you can, however, use potential scrolls to add hidden potential to an item

Miracle cubes are for when you have revealed potential on an item and do not like the stats. They are used to "hide" the potential, allowing you to use a magnifying glass to reveal different stats. A 2-liner can never be cubed into a 3-liner and vice versa. If an item does not have potential at all (hidden or revealed), then you must use a potential scroll (70% chance of working, blows up item if it fails), or an advanced potential scroll (90% chance to work, blows up item if it fails). This is the only way to add potential to an item with no potential.

Miracle Cubes dont add the hidden potential to normal items they only reset the Potential of a Rare, Epic, or Unique item. To add a potential just use a 70/90% Potential scroll.
