Will Gunslingers be the strongest?

When I say Gunslingers I mean all the other gun levels. Pirate -> Gunslinger -> Corsair -> Outlaw. So will it be the strongest after bigbang? Because I'm making one and It seems kinda weak.

I thought a Sair was 4th job and outlaw was 3rd? People use Sair to refer to all the levels also. Sairs are only strong in 4th job, when they become a Sair and have their battleship with it's cannon. You destroy everybody with it. It's generally accepted...you are weak first second and third job(Third Job, somewhat better then previous jobs) and 4th job is when you get very good.
