HB Pants question

Do the 70+ pants have to be a certain rating to get HB? Can it only get it if it's unique?

Oops voted it wrong. The rank HB pants has is Unique. To get HB pants, you can have epic/rare/unmagnifined I think.

you can get it on epic though lul but only on the 2nd or 3rd line since they have a verrrrrrrry slight chance of getting a unique stat on them
