So i was wondering if you chaos scroll a Chaos zhelm or a htp could the 10% HP/MP get increased / decreased?

No. I saw an item smega of a chaosed czhelm that still had 10%/10% hp/mp.

i think the 10% hp/mp stays the same because i've seen some really crappy and really good (clean) chaos zhelms and they always have the 10%
