lvl 70 equip or 80 equip Potentialed?

I'm just wondering if the results of the chance of the potential is going to be better if its lvl 80 or 70 because i want to have as low dex as possible for my NW and the equips are 10 dex apart so that would mean 10 dex less. Any suggestions of what i should do? lvl 70 equip or 80?

level 80 gets much better potentials

Well yea,level 80 is the best,I actually got a 50%DMG and 30%att on bosses on my level 80 gun. And on my level 70 gun i got 3%DEF and 2%hp
