There are, but they suck (also I think their unofficial). I wish there was an option for 25k or 10k, instead of 20k or 100mill mesos.

Even if there were Nexon cards in Israel, where would they be sold, they don't have American Stores like Gamestop, CVS, Rite-Aid, and 7-11. They don't have many franchises to sell those cards which would be a problem.

Since it is technically north america maple now, I doubt they would, unless you mean ems. I have no idea about ems. Nexon is selling cards in US and Canada, and soon Australia, which are all part of NAMS right now.
