I'm pretty sure there is. o_O There's been an IP block since 2007. You can only play if you made an account prior to the IP block.

This is why I made 10 accounts, only 1 got hit by IP block rest work fine Even in KMS,Tho iv got KSSN and basic IP thingie[late night can't remmber name] I can log on with my own KSSN connect account so I doubt that too

The truth: There IS an IP ban for all users outside SEA and Oceania. Only accounts made before the IP ban was implemented can still be used, much like your NAMS. If I'm not mistaken, hotspot doesn't work anymore. Not sure though.
