Does This Break Basil's Rules?

So today, I got a 60% 1H Sword Attack scroll from Pyramid PQ. I didn't feel like spamming in the FM (No shop permit), so I just put the scroll up for auction on basil. A couple hours later I got a whisper in game. The person introduced them self and said they saw my auction and would like to buy the scroll. I asked them how much they were offering and they said 200k-300k. This was a little less then I was hoping for, so I didn't feel like going to the FM and selling it to them. They kept asking and declined multiple times. I said "I'm too lazy to walk to the FM to sell it you to." I logged into a different character. So, thinking the matter was done, I was shocked when I received another whisper from the same person. They said "I bid on your auction. I was too lazy to type 500k so I just bid 1b." The person then turned off whispers and i had no way of contacting them. I'm wondering if I should report this person, as I think they broke rule #8. "do not make fake auctions or bids". Did they actually break this rule, or are they just mean spirited? What a dumb bid.

Its against the rules But you can always just go to My Auctions and remove his bid

Sorry about this being in the wrong place. I didn't know where else to put it. I submitted a ticket explaining the situation. Edits above Yes. He/she went out of their way to be a jerk. I think they were trying to be funny when they said lazy because I said I was too lazy... I don't really see the humor. I bet it will be funny when he/she gets suspended! 2above No, I don't think. I didn't mention any names so I don't think I'm breaking the rule about attacking other users.

I wanted to know if it was against the rules, so I could safely report them. The bid is left their so the ticket reviewer can see I'm not just trying to get this person suspended.
