locking means they put your name into a lovely DC hack bots list and if it finds you online it starts d/cing your sorry excuse for a legit character... really sux

Locking is a constant spam on one character, even if the character isn't online. So when they do log on they're hit with a black screen and will dc, so therefore the character is locked.
