What lvl pants give HB?

I've heard the depending on the lvl of the equip you can get the skills (SE, HB, ec). Which lvl pants do I have to pot in order to get HB skill? Thank you =D

If you don't have money for cubes, just rent from someone. I rented from someone the other day and got Decent HB on my CB, BM, and DB for 100m. (lvl 70 Stirgeman Pants)
