Last time I checked, Gaga is still in Malaysia. I'm not sure if he will exchange the scrolls for you but I think if you talk to him he still says he will do it for you. Just try it out.

Then you must speak to the World Tour NPC (Audrey not Spinel). She will offer to take you to either Trend Zone Metropolis(1,000 mesos) or Kampung Village(10,000 mesos). Gaga can be found in either towns.
