Cassanadra scroll exchange glitch or luck?

So yesterday I was thinking that getting an extra 5% on my GFA was stupid and it wouldn't change anything considering I can't even get the first 60% scroll to work on the glove but by the end of the day I ended up with a 10 ATT WG so is the scroll exchange glitched or was I really lucky with 5%? o.O

I think it was just luck. Some of the 65% scrolls seem to be glitched into being tradeable, I saw 65% Katara scrolls in a shop yesterday.
