Are Ring Mules extinct?

Title says it all... My best friend (in RL) got to lvl 120 in 5 days *cough* no life *cough cough* and he said he used only 4x and a ring mule, but hasn't the event been over for a few months now? How could he had gotten a ring mule? Even if he did get a ring mule, wouldn't it cost like a billion mesos? Lol Well yeah... just want to know if they still exist, and if they do, can any of you tell me the name of one in Mardia? It doesn't matter if you entered the cash shop or not. They all expired around the week of the 20th of august. If they hadn't gotten the ring just before the event ended, it's not possible to get now. The cash shop stuff does have an expiration date. So sorry, your friend doesn't have one anymore.

You had to have activated the quest and gotten the ring just when the quest was about to expire.
