Awesome msea cash shop item?

So i remember a while back a friend told me there was this cash item on msea that was released during the last school year around september or so which had the power to make an item decrease down 5 lvls and a more advanced version would decrease the items required lvl to 10 lvls. So basically u culd be 40 wit a zhelm. Im wondering if any of u ppl heard of it? i recently remembered it.. So if you guys do remember it i wuld love tto no when it wuld come out to gms, kthainxbye

it's called Supremacy seal and another seal.I think Supremacy skill allows you to wear it 10 levels before the Equip level requirement.
