New F/P mage and 20 mil.

Hi. I'm making a new character and I've decided to go for a F/P mage. What can I get with 20 mil to help my mage? Also, should I go lukless or low luk? And where do I cap if I go low luk?

wait...so luk will or will not count for accuracy after BB? I also heard that poison will depend on your m.att after BB. Is that true?
