What Should I Do to my Brother?

So he scooped around my room and found a few beers (Which are 1.9% Alchohol) and reports it straight to my mom AND ALL THE GUESTS WHICH ARE CURRENTLY IN THE HOUSE. He ALWAYS tries to screw me up,ie:when I ate an entire tortilla faster than all the other friends we hung out with he just had to SCREAM IT OVER HIS LUNGS. And he always wants to squeeze money out of me;because of him we have this stupid policy which says that if either of us curse eachother,we owe the one we cursed 5 shekels and because of him,everytime I bring something in my room,my mom has to check it or I have to pay 5 shekels,GOD DAMN IT,I'm so mad right now,what should I do to him? Info about him:Going to 5th grade,10 year-old,has a unibrow,poofy hair and overgrown front teeth. I can't break a glass bottle at him (Although I'd love to) because I'd feel guilty.

Ignore him, and tell him to get rid of that unibrow, otherwise, he'll be in for some extensive bullying because of it... Tell your parents to get it waxed on his next haircut, and from there, he can pluck the hairs whenever they appear one at a time. Less time consuming. Try acting like a sister to him, and maybe he'll change.

And my parents say that if he doesn't want to,they don't want to;he also doesn't want to get a haircut.

You delete every game memory he has played ps3/xbox account, his computer user account so he loses all his files. All his story mode games and thats about it.
