If you get IP banned, can you log on on another IP address?

If you do, you can change the IP aswell as the MAC adress which totally destroys the ban barrier. Also you can connect through another computer which isn't connected to the banned IP's router/wi-fi.

im pretty sure if you get ip banned your account will prolly already be perma banned.

his question i believe is, when your ip banned , is ur acc banned or can you say..log in from a library still?

IP Ban doesn't equal permba ban / account ban. If someone on the network gets banned you get banned aswell because you have the same IP. THAT'S AN IP BAN.

Are you talking about Maplestory or Basilmarket? I've not heard of people getting IP banned from Maple (unless you're from another country outside NA) and even if you WERE blocked from accessing maplestory.nexon. you could always just log on from another IP address, its not that hard. Nexon would probably just block you from accessing your Nexon ID before doing an IP ban to he honest. As for basil, just use basil with a proxy if you're ip banned. Though I think basil usually justs blocks you from adding your character than you got in trouble with. I can't add D2Girls to my basil character list without getting instantly banned lol.
