Can't travel to year 2099?

I'm doing the Neo City quests, and after spending 2 hours getting a Time Traveller's Watch (decreased drop rate? >_>) I tried to go to 2099, but the time machine only has access to 2021. I have completed ALL prequests, i have no quests available, the only Neo City quest in progress is the one where Andy tells me to kill Bergamot (who is in year 2099). Anyone else having this problem? And solutions please? thanks
