In my 5th growth for Evan, I maxed out Magic Flare. Does this mean I won't have enough skill points for Magic Shield?

You'll be able to max it. As an Evan, you'll be able to max out every skill in every mastery. In any sense, its not like you really use magic shield anyway (I dont see anybody use it ever, besides for maybe bossing).

You will max everything as long as you do all the quests, and after level 80 you dont have to do any quests.

evans max all there skills eventually and they can start bossing whenever they have illusion maxed i think? but most people prefer evans 160+ because thats when they will have skills like blessing of the onyx, soul stone, and such :]
