Level 11 Can Merch using shop?

Hi guys, i recently put a bunch of my scrolls from training on my level 11 Dawn Warrior. I'm wondering if i put prepaid nx into my account, and then buy a shop, can the character accept trades of multi million dollar mesos? The reason i'm asking is because i know a lot of mules get to level 16 in order to trade some amount of money, but i dont know if thats still in effect. Sorry for the bad grammar, and any helpful input is greatly appreciated. Thanks

you can make a shop, but cant trade more than 1m. get it to 15, it takes only 10 minutes EDIT: 16*

im sry but now . u can only trade 1 million per day with a chracter of lv 15 or lower.
