Does Blitz Helm actually make u faster?

In the description it says 'gives the wearer additional speed'. But I did not see any speed bonus when the cursor is placed over the helm in some screenshots.

Yeah, when I put it on, it didn't give any sort of speed bonus... But now that I realize it, maybe it gives Attack speed o_o...?

I think it's just a story behind the helmet specifically for the CWKPQ (I guess it would explain it, right?) If anyone would care to test any of the above theories, go ahead I would certainly be interested to hear the results.
