Skill book glitch?

Well, I just bought a shifter 30 book for my shad, and it won't work >.> I have already passed shifter 20, and my shifter is currenlty at max, level 20. Look... so stupid am I just missing something? It might be a glitch try putting it in MTS then taking it out or trading it to another account and trading it back/storage

This happened to me when I tried to use my ACA 30, I also had the skill at level 20.
