Do item level play a role in potential?

I was wondering, will a level 70 earring for example have a better chance of getting better potential then a level 30 earring? or dose level have no role in potentials and it is all luck? EDIT: Thanks guys, this leads me to another question though, not sure if this is proven yet but do the level of magnifying glass play a role in this too? like using a level 70+ magnifying glass on a hidden potential lvl 40 item?

I believe level does play a role, as I have not seen many low lvl items that are unique or epic.

I think the chances are the same, but the number (+% and +stat) are different for each tier, ie. 1-30, 31-70, 71-120

Yes it does 1-30,30-70,71+ are the three tiers I believe, it has nothing to do with being rare, epic, or unique but a tier 3 rare is as a good as a tier 1 unique. Higher is just better.

The higher level the item, the better the stats.

They're just rare. So, yeah, potential can be /better/ on higher leveled items. x]
