How to scroll items, without Equipping it?

I've seen on youtube, and I was wondering how to do it. Some guy told me it was a quest you had to do, Is this true and if so is it still around?

you have to talk to eurek the alchemist, get red whip and some 100% scrolls then he gives you the skill eurek is in sleepy and ludi and probably more places but that's where i see him

its worth it. You can get the scrolls from the town scroll sellers in Ellinia and Kerning. Easy.
