pretty sure they only do that in ontario and quebec. I live in Saskatchewan and I have never seen them here. I stock milk products at walmart too

in america, school lunches serve milk and chocolate milk in bags (actually more like a pouch). So the idea that only Canada serves milk in a bag is not so strange. Kids usually bite at the corner or stab a straw into the back. i live in Orange, California, so i dont know how it is with the rest of America
