How to get the new scrolls?

I came back from my holidays and i saw all this new stuff of scrolls I have seen alot of this selling on the FM for a high price. But where can i find em? Cash Shop? grinding? quests? Ty in advance <3

Certain monsters do. I've gotten both enhanced and potential from Cold Eyes.
