Level 30 Dual Blades lose out on 1 SP?

I don't know if I'm right or not, but it seems that people who had an immediate Level 30 Dual Blade lose out on 1 Skill Point. Am I right? May someone please confirm this?

I thought that also and made a lvl 1 DB and I just got to 30 but I'm still missing that 1 point.

From levels 1-30 you only get 61 SP. You don't get any SP when you advance to a Dual Recruit (Level 20).
