i asked this yesterday and was told there is a chance for them to drop from any monster, but it's probably unconfirmed since they just came out.

i got 70% on helmet pepe's 70%-11mil 90%-200mil if im not mistaking.

I heard you can only get 90%'s from really strong bosses (Chaos HT and Chaos Zak) dunno what others count as "really strong" though?
