Potential scrolls and magnifying glasses question

I don't understand how to use the potential scroll and glasses. Can someone please explain this to me in the most simple form? And do they take up a slot if you use the scroll or glasses? And what do they mean a blue white purple and yellow border. They mean around the equip itself right? Yea sorry for all the questions, I just didn't keep up with maplestory

Finally some fun. Now the best amount for enhanement scrolls is up to 5 meaning 100% 90% 80% 70% and 60% is with each scroll applied. Now its Likely that they will work. Anything more then that you better pray you pass it As for Potentional 1 or 2 regular is enough. Or 3-4 advanced

Odysseus I don't think there is a 100% one and the 90% scroll requires nx to get unless you buy it from someone. But yea, all the potential scrolls should work the same.
