My level 81 Outlaw's skill build dilema

My friend Bobby, a level 15x corsair on bellocan is telling me to max Ice Splitter and that flamethrower is pointless. While most guides say flamethrower is underestimated. Can somebody tell me which is better and why? Along with where I should train with that skill?

This is what I used the SP resets on. I originally had everything maxed with flamethrower at 11. Flamethrower is pretty useless at 4th job since it's replaced by Torpedo but it's useful when you need a mob attack and your ship is broken. It's also going to get stronger with the revamp. Now everything is maxed but Ice Splitter (26), which is fine because it still hits a mob of 6 and its not like it's a main attack so 24% damage is nothing, and Gaviota (15), which does about 2k more damage from 15 to 30, which one individual shot from Burst Fire hits for more than half that. So: 20 Burst Fire, 30 Octo, 30 Homing, 15 Gaviota, 30 Flamethrower, 26 Ice Splitter for me.
