so i read on this url http://maplestory.nexon.net/News/News.aspx?boardNo=100&contentNo=008Gz&pageIndex=1 (Official Site) that dual bladers are explorers. can we get the rings on this character too?

No, the ring event is now only an extension, so only the characters who have already gained the quest log can continue the quest, so that means no new characters can get the ring past july 14
