should i sell all my higher lvl equips before they drop in price, then use that money to buy potential scrolled items?

The best scrolling method with the new systems is as follows: Potential scroll/mag glass -> get good stats -> scroll with 60%s (least cost) -> use rating scrolls until satisfied. Your point about how rating scrolls can only be used on 0 slot items doesn't change the fact that well scrolled items will deflate.
