I can't buy gachapon tickets! I have 2k nx from surveys and when I try to buy it says I need a character over lvl 30 to buy it with paybycash or paypal. I'm lvl 31. Any Help please?

i remember my friend had this problem the account needs to be 15 days old and have 1 character over level 30.
