I have a level 56 Night Walker with only 3 sets of steelies. Should i focus on getting more sets of steelies or just keep saving mesos for ilbi?

I'd say that quantity would be more important than quality.

If you have 3 steely then you can trade them into a person willing to get a ilbi, but first you need to save up enough meso so you can get 1Ilbi and 3Steely. End result is 2Ilbis witch is better option then 3 steelies.

get stelly ... steely has a higher quantitiy meaning steelys hold 200 more stars than the ilbi

Honestly if you can't afford ilbi, just go tobis for now. Keep your steelys if you want or sell them to get even more tobi. It's your call, but I'd say get at least 8 total sets of stars for now.
