Why are Blade scrolls so expensive?

| For example, I see people selling 100% ATT Blade scrolls for 1m when Nexon will probably make a NPC selling the scroll for 70k or put the scroll into old NPC's, Or as TotalRats said, the 100%'s might not be sold by NPC's but you have to kill monsters or do quests.
