Last time I checked, the Critical Damage boost of 10% was missing, but the Critical Chance boost of 10% was still there.

I believe that with the new acc formula, some high leveled stat-less people are screwed. Therefore the acc cape and hat are there so they can get some acc without buying a whole load of AP resets. Just an assumption, I could be wrong.
