When will % items come to GMS?

It has to be after dual blades but before Big bang.. How do you get them? How much do you think they will cost?

They will cost a lot, I bet. My question is, are there % scrolls? Like, 60% of the time it adds 1% to all stats or something. That would be hawt. I could make my toymaker hat actually usable :D
