Well if you recall, Evan's dad told him to send a letter to Chief Stan, but Evan never came back and didn't tell his parents he was going on an adventure

I bet the Dad forgot that he had a kid or just didn't want children in the first place. The letter was just an easy way for him to get rid of his own kid without being blamed for ditching a child. At least the Kid can come back when he is grown and go Dragon on his farm :T for REVENGE!
