Maplestory Lag issue

I had Vista for a while, and everytime i open maplestory, it would lag for about 10minutes, stop for about 5minutes. Then lag again for 10. and on and on. I downloaded Windows 7 ultimate, and it has the same problem. I tried changing the capability and running as administrator and it doesnt work. and its not the channel. It lags in ch 1 -18. so idk what the problem is ): Here are my specs: AMD Phenom 8450 Triple core Proc. NVIDIA Geforce 9100 4Gb ram 2.10Ghz Someone help please ):

if you're laggy with those specs, it'll either be a virus, or your connection just plain sucks
