Can you still get Welcome back ring?

As the title says. I haven't been playing for a long time so can I get the welcome back ring now? I'm talking about the one that gives 1.8x exp

Oh okay, well I logged on now but I only got a "Mapler ring" which gives like 50% more drop rate from monsters or something like that. What is this?

Welcome back ring is only for 3 month inactive accounts or something.

You can still get it on accounts that you haven't logged into for at the very least 3 months. The Mapler ring gives you 50% drop rate only if you're partied with the Welcome Back ring. Basically, it's useless.
