Wow, Snipe used to be 4x stronger. Biggest nerf so far? EDIT: BACK AT 1m, but 10 secs. AHHHHHHH YEEEE. now it used to be twice as strong.

No, it deals 4 times less than the previous one, which was 1m dmg every 4-5 seconds. Both of them are stronger than the current one, which is 200k per 4-5 seconds.
