Vega Scroll? = perfect scrolling experience?

Sorry to ask this, but what is Vega Scroll? I quit MS for quite a bit of time and just recently came back. Anyone knows what it is? Some of the people in my guild said Vega Scroll will make scrolling easier but I tried to find in cash shop and couldn't find it. can someone tell me what it is? and price and such. thanks
