Rules of Area Bossing Etiquette

What are the rules here? I've been trying to kill Tae Roon for MONTHS. I camp the steroid-abusing grizzly bear for nearly an hour, and the second I start to kill it (yes, I can actually kill it) some NL, MM, or BM comes in, looks at me, f2's, and kills it and then cc's without a word. Is that fair? Surprisingly, when I'm fighting Mushmom, I have no KSing problems, and most high-leveed players just watch me and grats me on killing it... I haven't been able to Kill a Tae Roon for the quest in months...I'm getting sick of it.
