Critical VS Cruel,

So I really need to know, which on would be better for a DK/DrK. Before all the flame comes, I ALREADY KNOW Cruel > Critical but Critical with SE > All . Which one would be more productive MOST of the time?

Question, isn't cruel ring suppose to be good for melee and critical ring for range classes?
