Is powerleveling trustworthy?

This guy wants to sell me powerleveling, from 1-120 for $40, but idk if he is gonna scam or something. Also, how do I pay him dollars?

Actually, I heard like in korea, or some asian country, you can get arrested for it. I'm not sure if the U.S. is the same, but you signed a contract, so it could be the same.
