Scrolling lv 30 "explorer" weapons

I just got my page to level 30 and I had some 1hbw scrolls ready. The "explorer's jacker" is what I was planning to scroll. (has acc and crit so i'm happy with it) It has durability though, so do i need tablets? I don't want to have the cost of scrolling this thing go into the billions.

I tried with the level 30 dagger to use a 100% scroll and it didnt work, you need tablets.

i got the level 20 wepon... and i 100% easily... is it the only the level 30 wepons that are messed up?
