Recent Permanent NX Items

I noticed on the main site that they have released permanent items again in the Cash Shop (I'd link but the site is blocked from where I am). It also shows one of the new World Cup items that costs 3700 for 90 days and 7400 for permanent. I don't have any NX on me at, so I was just wondering: do all permanent items cost double the 90 day price? Thanks
