So..my character is below lvl 50 so I didn't get that lvl 30x MORE to get the ring...can my character still get the ring then? And there anyone get the medal yet at lvl 40..cause I just recently lvl to 40 today and didn't receive any medal

You have to get to lv80 or start a new character and get that to 50.

get to lvl 50, then the quest pops up and asks you to lvl 30 times for the ring.
