i have this weird screen lag thing

i have this weird screen lag thing where about every 15 seconds i lag for half a second. this is so friggen annoying and i need it so stop? anyone have a solution? also, i know its not my laptop because i ran an illegal maplestory server (not endorsing these kinds of servers) and it ran as smooth as a baby's bottom. can anyone help?

maple story now requires more specs than before and now your computer does not fall into the recommended specs... Maybe you need more RAM or a better CPU

im pretty sure my comp does fall into the specs. i have 1 gb ram, 1.6 HZ of something (lol dont know), 160 HDD, intel atom processor ns70. my net book is the acer aspire one D250. please help!
