I've discovered we can make a party using the Party Search.

Yeah, Galicia characters (all that I've seen) seem to be working normally.

Its likely to be server-side as the game client software did not have any updates as there was no patch meaning its obviously something wrong on the nexon servers. Oh and shops that can be set up dont seem to be able to sell things either.

Also, I was able to create a party by right clicking someone and choosing add party. They were added and the party acted normally.
